CONSULAR REGISTRATION


Consular registration is an administrative procedure for any citizen residing regularly in the Republic of Azerbaijan. This procedure allows to benefit from consular protection and various administrative services provided by the consular representation in accordance with the national laws and regulations in force and applied in the country of residence.

The consular registration card is issued free of charge and is valid for five (05) years, renewable.

After the registration procedure, any change in the status of the citizen (civil status such as marriage or divorce or ..., address, work ...) must be reported to the competent services, accompanied by the supporting document corresponding to the new status in order to always update the consular file, or sent via the consular service email consularservice.dz@yahoo.com.

Minors (under 19 years old) are registered at the request of the legal guardian, and in the event of divorce or death of the guardian, a divorce decree or a death certificate must be presented.

The consular file is originally formed by parents and minor children - under 19 years of age - where the father is the main and primary declarant, while the wife and children are registered as subsidiaries with his file. In the absence of the father, the wife is registered as the main and the children as subsidiaries.

Minors do not have a consular registration card, but they can benefit from a consular registration certificate by requesting the main civil registrar to submit it in accordance with the requirements of the applicable laws.

In case of consular registration of a minor as the main registration of his residence in the Republic of Azerbaijan (due to studies, treatment, etc.), a declaration of the legal guardian must be submitted, and this is done by means of a sworn statement certified by the municipality or the authority authorized to do so in the place of his residence (the residence of the legal guardian).

Consular registration is an administrative formality that concerns Algerians residing regularly in a foreign country.

It is a prerequisite to benefit from the protection and the various services provided by the consular representations.

The consular registration card is issued free of charge. It is valid for five (5) years; its renewal must be requested.

Persons wishing to register for the first time must go to the headquarters of the consulate covering their place of residence.

Minor children (under 19 years old) are registered at the request of the holder of parental authority. In the event of divorce, it is mandatory to present the divorce judgment.

After registration, any change in situation (marital status, address, profession, etc.) must be reported to the consulate by providing the corresponding supporting documents.

Documents to be provided for the first registration:


Algerian citizens residing throughout the Azerbaijani territory who wish to register for the first time must go to the headquarters of the embassy with the following file:

- Fill out the consular registration form.

- A copy of his identity document: passport.

- A copy of his Algerian nationality: S12 extract or nationality certificate.

- A copy of his lineage: an extract of the father's and mother's birth certificate.

- A copy of his civil status: marriage certificate or copy of the family record book (if the person concerned is married, if he is single this document is not presented)

- A copy of his work certificate: work certificate or school certificate for students.

- A copy of his residence permit: A copy of a valid residence permit, valid for at least nine months.

- A copy of his residential address: such as a rental contract, a property contract, an electricity or internet bill, on which the applicant and his full residential address appear.

- Five identity photos 05. Fill out the consular registration form.

Important note: The file consists only of copies of what has been mentioned, but when submitting the file, it is necessary to verify the identity of the person concerned by submitting the passport and residence permit corresponding to the file submitted.

The spouse must present the same documents listed above and an extract of the marriage certificate

Documents to be provided for minors:


If the child was born in Algeria, a full copy of the birth certificate.
If the child was born abroad, an extract of his birth certificate transcribed from the consulate that covers the place of birth.
A photocopy of the residence permit or the national identity card and a photocopy.
Two recent identity photos and of the same print.
Important :

The presence of the father or legal guardian is mandatory for the establishment of any document for the benefit of a minor.

Transfer of consular file:


The transfer of the consular file of an Algerian citizen is important in the event that he changes his place of residence outside his district of registration for the first time, and this is done by submitting the following file:
- Request for transfer of consular file - The request can be downloaded from the link

- Consular registration card

- A copy of the identity document of the person concerned

- Copy of the residence permit

- A copy of the home address (electricity bill, water bill, telephone bill, etc.)

The documents to be provided for the renewal of the registration card:
The expired registration card.
The application for renewal of registration duly completed, dated and signed
A proof of residence (the residence permit or the valid French national identity card) and a photocopy.
A recent proof of address (only in the event of a change of address) and a photocopy.
Two (02) recent identity photos, facing and from the same print.
                                                 Consular re-registration:


Re-registration is required for any national who settles back in the consular district, after having benefited from a certificate of change of residence (CCR) or following his removal from the registration file upon his request. He must present the same documents as those provided for the first registration file.

Removal from the registration registers:


In accordance with Articles 36 of Presidential Decree No. 02-405 of November 26, 2002 relating to the consular function, in particular Articles 26 and 27, removal from the consular registration registers is carried out in the following cases:

- Death.
- Permanent return to Algeria
- Change of consular district.
- Upon handwritten request for removal.
- Absence for more than 10 years.

The removal from the registration registers results in the removal from the electoral roll during the annual and exceptional revisions which allow the electoral register to be cleaned up.

A stamp duty is required for the establishment of a certificate of removal.
